{"id":5682,"date":"2023-03-29T14:55:29","date_gmt":"2023-03-29T18:55:29","guid":{"rendered":"https:\/\/morgancountyusa.org\/?p=5682"},"modified":"2023-03-30T14:24:51","modified_gmt":"2023-03-30T18:24:51","slug":"citizens-gather-at-cacapon-state-park-upper-lake-to-challenge-proposed-350-rv-campground","status":"publish","type":"post","link":"https:\/\/morgancountyusa.org\/?p=5682","title":{"rendered":"Citizens Gather at Cacapon State Park Upper Lake to Challenge Proposed 350 RV Campground"},"content":{"rendered":"\n<p>More than seventy people gathered Monday at the Cacapon State Park upper lake to oppose the proposed <a href=\"https:\/\/morgancountyusa.org\/?p=5663\">350 spot RV campground put forth by Blue Water Development.&nbsp;<\/a><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\"><a href=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake-1-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake-1-1024x768.jpg\" alt=\"\" class=\"wp-image-5683\" width=\"410\" height=\"307\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake-1-1024x768.jpg 1024w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake-1-300x225.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake-1-768x576.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake-1-1536x1152.jpg 1536w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake-1-2048x1536.jpg 2048w\" sizes=\"auto, (max-width: 410px) 100vw, 410px\" \/><\/a><figcaption class=\"wp-element-caption\">Citizens gather at Cacapon State Park <br>upper lake to oppose 350 spot EV campground<\/figcaption><\/figure>\n<\/div>\n\n\n<p>And they vowed to come back with more people next Monday April 3 at 6 pm at the upper lake.\u00a0<\/p>\n\n\n\n<p>In addition to the 350 spot RV campground, Blue Water is proposing for the west side of the upper lake a beach, fishing piers, water slides, an Aquabana, a kayak dock, a mountain bike training area, a lawn area with cabanas, and miniature golf around a parking location for local food truck vendors.<\/p>\n\n\n\n<p>A range of concerns were raised by the citizens, from the threats the proposed campground poses to the natural beauty of the upper lake and to fishing and hunting grounds.<\/p>\n\n\n\n<p>The group plans to meet every Monday between now and April 18, when the state has planned a public hearing on the proposal at the Cacapon Lodge at 5 pm.<\/p>\n\n\n\n<p>Jim Michael, president of the Cacapon State Park Foundation said the foundation \u201cis very concerned\u201d about the Blue Water proposal.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><a href=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake3.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake3.jpg\" alt=\"\" class=\"wp-image-5684\" width=\"212\" height=\"459\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake3.jpg 473w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/lake3-139x300.jpg 139w\" sizes=\"auto, (max-width: 212px) 100vw, 212px\" \/><\/a><figcaption class=\"wp-element-caption\">Blue Water proposal for <br>Cacapon State Park<\/figcaption><\/figure>\n<\/div>\n\n\n<p>\u201cWe feel that it needs to be totally adjusted and changed from the plans they\u2019ve got because of the damage it will do to the park,\u201d Michael said.<\/p>\n\n\n\n<p>Michael says that he talks frequently with Brad Reed, the Chief of the West Virginia State Parks.&nbsp;<\/p>\n\n\n\n<p>\u201cBut his hands are kind of tied,\u201d Michael said.&nbsp;<\/p>\n\n\n\n<p>Michael said the decision is being made \u201cfrom up above\u201d in the Commerce Department.<\/p>\n\n\n\n<p>\u201cIs there some way of getting more attention from the Department of Commerce people?\u201d Michael asked.<\/p>\n\n\n\n<p>Douglas Waugh has been in Morgan County his whole life.<\/p>\n\n\n\n<p>He says he fishes the Cacapon park lakes five or six days a week \u2013 \u201cfrom sunrise for about two or three hours.\u201d<\/p>\n\n\n\n<p>\u201cAs a young boy, I came to the park all the time,\u201d Waugh said.<\/p>\n\n\n\n<p>Pointing up to the mountain behind the lake, Waugh said \u2013 \u201cthere are a lot of hunting camps there on the back side.\u201d<\/p>\n\n\n\n<p>Pointing to the west side of the lake where Blue Water plans to put its miniature golf course, beach and Aquabana, Waugh said \u2013 \u201cany fisherman who has been over there knows that it\u2019s a wetland over there.\u201d<\/p>\n\n\n\n<p>\u201cNow we don\u2019t even get enough funds from the state to put enough fish in here to amount to anything,\u201d Waugh said. \u201cDo you think when they build all of this they are going to be worried about the fishermen? They are not now, so they are not going to be when they build all this.\u201d<\/p>\n\n\n\n<p>Waugh said he and all of his fishing buddies are opposed to the Blue Water proposal.&nbsp;<\/p>\n\n\n\n<p>\u201cI hope they never get to do a thing and I thank all of you people,\u201d Waugh said.<\/p>\n\n\n\n<p>Sadie Dingfelder said that \u201cif you believe what you read on Facebook, you\u2019d believe it\u2019s a done deal.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cBut it\u2019s only a done deal if we believe it\u2019s a done deal,\u201d Dingfelder said. \u201cTell your friends it\u2019s not a done deal.\u201d&nbsp;<\/p>\n\n\n\n<p>She encouraged people to bring their friends for the next couple of Mondays.<\/p>\n\n\n\n<p>Dingfelder also encouraged people to learn about the endangered wood turtle which she has seen in the park near the Nature Center. Parks were never intended to be major profit centers. They were set aside to preserve and protect our historical and environmental legacy. We need to be good stewards of the very generous gift that has been bestowed upon us. We should never compromise the trust that has been given to us to pass on to future generations of outdoor enthusiasts.\u201d<\/p>\n\n\n\n<p>Local resident and lawyer Bruce Goldstein, who attended the meeting at the upper lake, today called on West Virginia Governor Jim Justice to withdraw the request for proposals (RFP).<\/p>\n\n\n\n<p>\u201cThe RFP was drafted without adequate, if any, public input,\u201d <a href=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/GovLetter-CSRP-RFP-withdrawal.pdf\">Goldstein wrote in a letter to the Governor.<\/a> \u201cThere is no valid reason for the failure to give the public the opportunity to submit suggestions for an RFP that could have such huge impacts on this park. For this reason alone, the RFP should be withdrawn and there should be a meaningful process for the public\u2019s voice to be heard on the contents of the RFP.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cThe RFP\u2019s contents are fundamentally inappropriate in several ways,\u201d Goldstein wrote. \u201cMost importantly, the RFP is written in such a way as to rule out the possibility of sensible, effective options for the development of additional camping and recreational facilities at the park. Overall, the RFP\u2019s approach virtually guaranteed that the only successful proposal would be one that included a very large development of recreational vehicle sites and recreational facilities, so large that the development would be inconsistent with the character as well as the scale of this modest-sized park.
