{"id":5288,"date":"2022-01-19T10:03:03","date_gmt":"2022-01-19T15:03:03","guid":{"rendered":"https:\/\/morgancountyusa.org\/?p=5288"},"modified":"2022-01-19T11:37:16","modified_gmt":"2022-01-19T16:37:16","slug":"david-welch-charlotte-pritt-joe-manchin-and-the-politics-of-civility-in-west-virginia","status":"publish","type":"post","link":"https:\/\/morgancountyusa.org\/?p=5288","title":{"rendered":"David Welch Charlotte Pritt Joe Manchin and the Politics of Civility in West Virginia"},"content":{"rendered":"\n<p>In October 2021, David Welch disappeared from public life.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft size-large is-resized\"><a href=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/pritt-page-001.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/pritt-page-001-791x1024.jpg\" alt=\"\" class=\"wp-image-5289\" width=\"386\" height=\"499\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/pritt-page-001-791x1024.jpg 791w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/pritt-page-001-232x300.jpg 232w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/pritt-page-001-768x994.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/pritt-page-001-1187x1536.jpg 1187w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/pritt-page-001.jpg 1275w\" sizes=\"auto, (max-width: 386px) 100vw, 386px\" \/><\/a><\/figure><\/div>\n\n\n\n<p>He took down his Facebook page.<\/p>\n\n\n\n<p>He left his political perch at Talk Radio WRNR in Martinsburg, West Virginia where for years he co-hosted with Rob Mario a popular local current affairs show \u2013 Eastern Panhandle Talk with Rob and Dave.<\/p>\n\n\n\n<p>And he stepped down as director of the Bonnie and Bill Stubblefield Institute for Civil Political Communications at Shepherd University.<\/p>\n\n\n\n<p>An October 14, 2021 press release announcing Greg Fields as the new acting director, says that \u201cFields replaces David Welch, who recently stepped down after two years with the Institute.\u201d<\/p>\n\n\n\n<p>Without explanation.<\/p>\n\n\n\n<p>At WRNR, there was no explanation other than to say &#8212; \u201cwe chose to take the show in a different direction.\u201d<\/p>\n\n\n\n<p>Anything more?<\/p>\n\n\n\n<p>\u201cWe are not at liberty to say.\u201d<\/p>\n\n\n\n<p>Welch lived in Berkeley Springs, West Virginia for years and was a member of the Town of Bath council before moving to Martinsburg.<\/p>\n\n\n\n<p>A Republican political consultant who had worked with Mike Pence in Indiana, Welch was notably involved in a high profile West Virginia political fight in 1996.<\/p>\n\n\n\n<p>It was the Governor\u2019s race between Democratic State Senator Charlotte Pritt and the Republican former Governor Cecil Underwood.<\/p>\n\n\n\n<p>The race was a dead heat two months before election day.&nbsp;<\/p>\n\n\n\n<p>Pritt had defeated Joe Manchin in the May primary.&nbsp;<\/p>\n\n\n\n<p>Pritt believes that Manchin was responsible in large part for an organization called Democrats for Underwood that sprang up after the primary.<\/p>\n\n\n\n<p>Manchin \u201cwas really kind of like a petulant spoiled child,\u201d <a href=\"https:\/\/statuscoup.substack.com\/p\/shadow-republican-joe-manchins-long\">Pritt told Status Coup in an interview last year.<\/a> \u201cI didn\u2019t realize it, but it was the first time that Joe Manchin had ever been defeated \u2013 and by a woman. I think it was a great blow. He couldn\u2019t handle it.\u201d<\/p>\n\n\n\n<p>In 1989, Senator Pritt introduced a bill that would require students to take \u201chuman growth and development classes.\u201d And she voted against a failed 1990 state Senate bill that would have required warning stickers on unrated videos.<\/p>\n\n\n\n<p>According to an October 25, 1996 report from the Associated Press titled <em>GOP Plans to Go Negative<\/em>, a Republican political action committee was about to launch an ad campaign accusing Pritt of \u201cteaching first graders about condoms\u201d and voting \u201cto permit the sale of pornographic videos to children.\u201d<\/p>\n\n\n\n<p>\u201cThe ad was prepared by David Welch Associates, a Republican consulting firm which also worked for David McKinley, a challenger to GOP nominee Cecil Underwood in the May primary,\u201d the AP reported.<\/p>\n\n\n\n<p>\u201cBehind Charlotte Pritt&#8217;s campaign smile is a liberal voting record she can&#8217;t hide from,\u201d the ad said. \u201cIn the State Senate, Charlotte Pritt proposed teaching first graders about condoms. Surprised? You shouldn&#8217;t be. Senator Pritt also proposed to permit the sale of pornographic videos to children. She voted to allow convicted drug abusers to work in our public schools. Look behind the smile. Charlotte Pritt &#8212; wrong on the issues. Wrong for West Virginia.\u201d<\/p>\n\n\n\n<p>Pritt lost by five percentage points \u2013 51 to 46.<\/p>\n\n\n\n<p>\u201cManchin is a corporatist and I\u2019m an FDR Democrat,\u201d <a href=\"https:\/\/www.corporatecrimereporter.com\/news\/200\/charlotte-pritt-challenges-the-corporate-state-of-west-virginia\/\">Pritt told <em>Corporate Crime Reporter<\/em><\/a> in an interview in 2016 when she was running for Governor of West Virginia on the Mountain Party ticket. \u201cThere has been a Moore Manchin faction in West Virginia that has been for corporations. The Manchins and the Moores have always supported one another. The Manchin family has been traditionally Republicans in Democratic clothing.\u201d<\/p>\n\n\n\n<p>Both of West Virginia\u2019s current U.S. Senators &#8212; Joe Manchin and Shelley Moore Capito &#8212; attended the dedication of the Stubblefield Institute in Shepherdstown in October 2019.<\/p>\n\n\n\n<p>Is Pritt convinced that Manchin made the difference in that election?<\/p>\n\n\n\n<p>\u201cI sued the Republican National Committee for putting up false television ads,\u201d Pritt said. \u201cAnd in depositions, Manchin\u2019s name was mentioned over 100 times. They were trying to say that Joe Manchin was the cause, not the ads that I sued them over.\u201d<\/p>\n\n\n\n<p>After a years-long battle in the courts, Pritt lost the defamation case against the Republicans.<\/p>\n\n\n\n<p>\u201cI sued them over these negative ads,\u201d Pritt said. \u201cThey were saying I was trying to make first graders wear condoms, that I was for children watching R rated videos. The Republican Senatorial Committee came in the last week of the campaign and flooded the state with these outrageously false ads.\u201d<\/p>\n\n\n\n<p>In August 2019, as director of the Bonnie and Bill Stubblefield Institute for Civil Political Communications, Welch wrote an opinion piece for the <em>Charleston Gazette<\/em> titled <a href=\"https:\/\/www.wvgazettemail.com\/opinion\/op_ed_commentaries\/david-welch-rediscovering-civility-and-compromise\/article_14e44d6e-63ef-50c6-a13a-72778e49c1fd.html\">&#8220;Rediscovering Civility and Compromise.&#8221;<\/a><\/p>\n\n\n\n<p>\u201cElected officials might think they are serving us with their negative name calling and over the top rhetoric,\u201d Welch wrote. \u201cBut in truth they are drowning our spirit through their churlish, boorish behavior. While their personal attacks and equally personal counter attacks on one another may serve to excite their most fervent followers, their lack of civility threatens the unified foundation of our country.
