{"id":3961,"date":"2019-02-18T16:31:21","date_gmt":"2019-02-18T21:31:21","guid":{"rendered":"https:\/\/morgancountyusa.org\/?p=3961"},"modified":"2019-02-18T16:56:20","modified_gmt":"2019-02-18T21:56:20","slug":"transcanada-seeking-to-avoid-political-firestorm-over-potomac-pipeline-appeal","status":"publish","type":"post","link":"https:\/\/morgancountyusa.org\/?p=3961","title":{"rendered":"TransCanada Seeking to Avoid Political Firestorm Over Potomac Pipeline Appeal"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Last month, the Maryland Board of Public Works voted unanimously to deny TransCanada an easement to put its fracked gas pipeline under the Potomac River just west of Hancock, Maryland.<\/span><\/p>\n<p><a href=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/transcanada-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-3962\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/transcanada-1-300x76.png\" alt=\"\" width=\"300\" height=\"76\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/transcanada-1-300x76.png 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/transcanada-1.png 447w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The decision dealt a major blow to not just TransCanada, but to the Mountaineer Gas pipeline in West Virginia, which TransCanada would have fed with fracked natural gas, and to the proposed Rockwool insulation factory in Jefferson County, which was banking on the gas to fuel its furnaces.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It was a victory for anti-pipeline activists.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And then the question became \u2013 what are TransCanada\u2019s and Mountaineer\u2019s next moves?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rumors had it that TransCanada was going to litigate the case in the courts.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But still, no word from TransCanada.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Why not?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Turns out that TransCanada is waiting until the Maryland legislature adjourns on April 4.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Why wait?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That\u2019s what the Morgan County Economic Development Authority, headed by House of Delegates member Daryl Cowles (R-Morgan), wanted to know.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Earlier this month, someone at the Economic Development Authority messaged TransCanada\u2019s Brittany Carns asking her about the company\u2019s plans. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The message was obtained through the Freedom of Information Act by Tracy Cannon of Eastern Panhandle Protectors, Brent Walls of the Potomac Riverkeeper Network and Regina Hendrix of the West Virginia Sierra Club.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHi Brittany. Anything new on the ROW (right of way) in Maryland?\u201d the EDA person wrote. \u201cI have an EDA meeting Tuesday in Morgan County. I am sure to get questions. Can you share any news to make the Eastern Panhandle feel better about the delay?\u201d<\/span><\/p>\n<p><a href=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/eda.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-3964\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/eda-300x218.jpeg\" alt=\"\" width=\"300\" height=\"218\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/eda-300x218.jpeg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/eda-768x558.jpeg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/eda-1024x744.jpeg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere are some uncertainties with next steps forward (our legal team is still reviewing) and we do not want to create a political firestorm during the Maryland Legislative session \u2013 which would add more risk to our project schedule,\u201d Carns wrote back. \u201cI would say we still have every intent on continuing forward with this project.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also last month, a group of citizens wanted some answers from Mountaineer Gas about what Mountaineer\u2019s next steps were. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The pipeline in Morgan County is already built. What are you going to do with the pipeline without any gas coming under the Potomac River?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Morgan County Commissioner Joel Tuttle put the questions in writing to Mountaineer Gas Company\u2019s Larry Meador.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As there is now a chance that the connecting pipe will not be constructed by TransCanada, what is Mountaineer Gas Company\u2019s Plan B? <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMountaineer believes that TransCanada will continue to attempt to resolve the\u00a0<\/span><span style=\"font-weight: 400;\">easement issue with the State of Maryland,\u201d Meador wrote. \u201cWe are evaluating options for peak supply into our system in the interim and for long-term supply.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Will your pipeline just be used to store gas for Martinsburg or is there somewhere else that you would be able to get gas from? <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe pipeline is to be put into service for distribution supply for residential and\u00a0<\/span><span style=\"font-weight: 400;\">commercial customers. \u00a0As mentioned in the previous answer, we are evaluating additional supply options.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Are there now plans for a compressor station or gas storage facility in Morgan County?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere would be no need for a compressor station on our system. A storage system is one of the options that could be considered.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some pipeline companies use herbicides such as Round-Up (which is linked to cancer) when treating the rights of way. What are your plans for using herbicides and for general maintenance on the rights of way?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMountaineer does not currently use herbicides for right-of-way maintenance. Mountaineer maintains right-of-way with conventional right-of-way mowing equipment and hand-use tools.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As a follow up question, Tuttle asked, does a gas storage system mean that Mountaineer or another company will need to liquefy the gas to store it? \u00a0Do they have a location in mind for such a facility?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cLiquify could be one way to store it,\u201d Meador wrote. \u201cWe have not considered any location at this time.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cannon said that the Eastern Panhandle &#8220;would feel better about the delay&#8221; if TransCanada, Mountaineer and Rockwool cancelled their projects.<\/span><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Last month, the Maryland Board of Public Works voted unanimously to deny TransCanada an easement to put its fracked gas pipeline under the Potomac River just west of Hancock, Maryland.
