{"id":3621,"date":"2018-08-03T10:32:51","date_gmt":"2018-08-03T14:32:51","guid":{"rendered":"https:\/\/morgancountyusa.org\/?p=3621"},"modified":"2018-08-04T18:31:57","modified_gmt":"2018-08-04T22:31:57","slug":"citizens-organize-to-stop-rockwool-insulation-plant","status":"publish","type":"post","link":"https:\/\/morgancountyusa.org\/?p=3621","title":{"rendered":"Citizens Organize to Stop Rockwool Insulation Plant"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">More than 150 people gathered at the Charles Town, West Virginia Library in Jefferson County last night to protest a proposed 463,000 square foot Rockwool plant in Ranson that will produce home and industrial insulation from slag and basalt.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-3620\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/six-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/six-300x225.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/six-768x576.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/six-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">A group calling itself <a href=\"https:\/\/www.facebook.com\/groups\/2167681516810120\/?ref=br_rs\">Citizens Concerned About Rockwool<\/a>\u00a0(with more than 4,000 Facebook members) says that the plant will produce toxic air pollution in an area that has four public schools and two daycare centers within two miles \u2013 housing fully thirty percent of Jefferson County\u2019s student population. The North Jefferson Elementary School sits across Rt. 9 from the proposed facility.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Citizens gathered last night to confront the Jefferson County Commission, which was holding a hearing in the basement of the library.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the room was quickly filled and the overflow spilled out up the stairways, back into the library and out to the front lawn of the library.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-3616\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/two-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/two-300x225.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/two-768x576.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/two-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">While the Commissioners were holding their hearing downstairs, outside citizens held signs \u2013 Rockwool is Full of Bull, No Pipeline, No Rockwool, No Toxic Rockwool \u2013 and sought to get drivers passing by to honk in opposition to the Rockwool plant.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rockwool spokesperson Leslie McLaren told Morgan County USA that the facility will melt stone and then spin the molten rock, like cotton candy, into insulation products. She says that the facility will meet all federal and state air pollution limits.<a href=\"https:\/\/www.rockwool.com\/westvirginia\"> The company has put up a web page<\/a> that seeks to address citizen concerns.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-3617\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/three-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/three-300x225.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/three-768x576.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/three-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">But citizen organizers say \u2013 not good enough.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Regina Hendrix, of the local Sierra Club group, said that \u201cthe air pollution permit for Rockwool is alarming and the site location is absurd.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cGiant smokestacks that will emit huge amounts of hazardous air pollution adjacent to our schools \u2013 what is Jefferson County thinking?\u201d Hendrix asked.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cClearly nobody thought it through. Rockwool is within 10,000 feet of thirty percent of\u00a0<\/span><span style=\"font-weight: 400;\">Jefferson County\u2019s entire student population.\u201d<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-3618\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/four-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/four-300x225.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/four-768x576.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/four-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEven worse, the state won\u2019t even bother to study the impact of Rockwool\u2019s pollution on nearby schools. There\u2019s no way anyone can have confidence that this is a safe situation for our children and their teachers.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cKids need fresh air, not formaldehyde and PM 2.5, when they\u2019re running around at\u00a0<\/span><span style=\"font-weight: 400;\">recess or playing sports at Jefferson High.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe Jefferson County school board must take action to protect its students and employees,\u201d Hendrix said. \u201cWe\u2019re urging officials to pause site development at Rockwool, and for the Board of Education to conduct its own independent, expert study of the actual impact of this pollution on nearby schools.\u201d<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-3635\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/stop-225x300.jpg\" alt=\"\" width=\"225\" height=\"300\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/stop-225x300.jpg 225w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/stop.jpg 720w\" sizes=\"auto, (max-width: 225px) 100vw, 225px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">We asked Rockwool\u2019s McLaren \u2013 what about the pollutants \u2013 like formaldehyde?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">McLaren says that all the emissions from the plant will fall within limits prescribed by law. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe are operating under a permit,\u201d McLaren said. \u201cThere is formaldehyde in apples, in your carpet. It naturally occurs everywhere.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One problem for Rockwool &#8212; many of the citizens of Jefferson County work in Washington, D.C. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Jefferson County is in West Virginia, but it is also an exurb of the capital city. Residents there know how corporate power molds law and regulations. They point to <a href=\"https:\/\/www.politico.com\/story\/2018\/07\/06\/epa-formaldehyde-warnings-blocked-696628\">a recent article in Politico<\/a> reporting that \u201cthe Trump administration is suppressing an Environmental Protection Agency report that warns that most Americans inhale enough formaldehyde vapor in the course of daily life to put them at risk of developing leukemia and other ailments.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAlthough their product is arguably efficient and well made, the actual manufacturing process pollutes the air,\u201d Citizens Concerned About Rockwool said in a handout titled Stop Toxic Rockwool. \u201cThe use of both coal and slag causes the emissions to be toxic in nature.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe facility has been approved for heavy toxic emissions, with two smokestacks about 21 stories high,\u201d the group said. \u201cEmissions are estimated at 470 tons of volatile organic compounds and 239 tons of nitrogen oxides a year. Citizens are also concerned about particulate matter \u2013 134 tons a year \u2013 which are linked to all kinds of health issues.\u201d<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-3619\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/five-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/five-300x225.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/five-768x576.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/five-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Citizens at the meeting also expressed concerns about the secrecy of the project. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cDetails regarding the nature of the operation and opportunities for public input were minimal and framed in a manner that would not reasonably consider public opinion,\u201d the group said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the meeting, the Commissioners line was \u2013 hey, it wasn\u2019t us \u2013 it was the town of Ranson, which cut the development deal with the Danish multinational. \u00a0But the political establishment in Jefferson County was secretly behind the deal for years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Republicans and Democrats might feud over social issues, but when it comes to multinational corporations taking control of West Virginia, Republicans and Democrats are often on the same page.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Check out the alliance between Democratic Senator Joe Manchin and former Executive Director of the Jefferson County Economic Development Authority, Republican John Reisenweber.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-3628\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/ten-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/ten-300x225.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/ten-768x576.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/ten-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Reisenweber came to a meeting in Berkeley Springs in November 2016 to get Manchin to help push through the TransCanada and Mountaineer Gas pipelines. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the November 2016 meeting, Reisenweber complained to Manchin that Jefferson County has no natural gas and had lost several economic development projects because of that. And he complained about citizens protesting the pipeline.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Manchin responded by saying \u201cpeople don\u2019t want any inconvenience on their property\u201d and suggested a way to overcome opposition to the pipeline \u2013 the state invests in the Mountaineer Gas line. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf the state becomes involved, it\u2019s a public project and with eminent domain you can move on it when you need to,\u201d Manchin said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tracy Cannon, one of the lead citizen organizers against the pipeline, says the Rockwool facility and the pipeline are intimately linked. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe have been fighting against the pipeline in our area for two years now and it is currently being built over the objections of many residents,\u201d Cannon said. \u201cMany good friends of mine have had their land seized by eminent domain or the threat of it. Many were also cheated when it comes to the payouts by aggressive land agents.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBoth the Rockwool facility and Mountaineer Gas&#8217; pipeline were agreed upon in backroom deals where local development authorities and county commissions kept the matter as secret as possible until the permits had been acquired,\u201d Cannon said. \u201cThen they announced the projects as a done deal, in spite of the fact that the communities knew little about the proposals at that point in time.\u201d \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe two projects are also connected to each other in that the gas was required by Rockwool, so Jefferson county officials made sure Morgan and Berkeley counties pushed the pipeline through. And the Rockwool facility is needed so that Mountaineer Gas has a big gas customer to make it worth their while to go into Jefferson county. \u00a0One hand washes the other.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The organizers of the protest last night said that the project is \u201cnot a done deal.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe facility isn\u2019t built and Jefferson County residents still control our own destiny,\u201d they said. \u201cThere are multiple ways we can send Rockwool packing. It just takes you getting involved and getting your neighbors involved.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBoth the Jefferson County Commission and the Jefferson County Board of Education are party to the Rockwool agreement,\u201d they said. \u201cThis deal doesn\u2019t happen without their agreement and they can change their mind.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf a simple majority of either the Commission or the Board of Education passes a resolution disapproving of Rockwool\u2019s location next to schools, the project dies. Simply put, Rockwool is not going to build its smokestacks here if any part of our local government states its opposition.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe know many of our local officials feel misled about Rockwool\u2019s pollution impact,\u201d they said. \u201cConsidering what we know today, how can any public official honestly tell North Jefferson Elementary parents and teachers that the school will be completely safe? Disapproval of Rockwool now, before it is built, is the right thing to do for our schools and our community.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cSo, let\u2019s get to work. Tell our County Commissioners and School Board members that they are accountable for Rockwool\u2019s pollution, and they can fix the situation by simply stating their opposition, individually and as a group, to locating a high-pollution mega factory so close to our children\u2019s schools.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>More than 150 people gathered at the Charles Town, West Virginia Library in Jefferson County last night to protest a proposed 463,000 square foot Rockwool plant in Ranson that will produce home and industrial insulation from slag and basalt.
