{"id":3560,"date":"2018-06-25T11:16:42","date_gmt":"2018-06-25T15:16:42","guid":{"rendered":"https:\/\/morgancountyusa.org\/?p=3560"},"modified":"2018-06-25T14:07:04","modified_gmt":"2018-06-25T18:07:04","slug":"daryl-cowles-and-public-corruption-in-west-virginia","status":"publish","type":"post","link":"https:\/\/morgancountyusa.org\/?p=3560","title":{"rendered":"Daryl Cowles and Public Corruption in West Virginia"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">West Virginia House Majority leader Daryl Cowles (R-Morgan) can\u2019t bring himself to say publicly what the Republican Governor Jim Justice, Republican Senate President Mitch Carmichael and Republican House Speaker Tim Armstead have said publicly \u2013 that West Virginia Supreme Court Justice Allen Loughry should resign.<\/span><\/p>\n<p><a href=\"https:\/\/www.justice.gov\/usao-sdwv\/report-corruption\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-3564\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/corruption.png\" alt=\"\" width=\"225\" height=\"225\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/corruption.png 225w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/corruption-150x150.png 150w\" sizes=\"auto, (max-width: 225px) 100vw, 225px\" \/><\/a><\/p>\n<p>Loughry was indicted last week on multiple counts of public corruption.<\/p>\n<p><span style=\"font-weight: 400;\">Loughry is the author of the 2006 book \u2013 <a href=\"https:\/\/www.amazon.com\/Dont-Another-Vote-Wont-Landslide\/dp\/0870127489\/ref=sr_1_1?ie=UTF8&amp;qid=1529939399&amp;sr=8-1&amp;keywords=loughry\">Don&#8217;t Buy Another Vote, I Won&#8217;t Pay for a Landslide: The Sordid And Continuing History of Political Corruption in West Virginia. <\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.talkradiowrnr.com\/local-talk-show-programs\/2018\/06\/jason-barrett-larry-schultz-rev-watts-amy-orndoff-katherine-donovan-john-overington-daryl-cowles-musselman-theatre-group\/\">Cowles appeared last week on WRNR\u2019s Eastern Panhandle Talk<\/a> with Rob Mario and David Welch.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mario and Welch tried repeatedly to get Cowles to say that Loughry should resign \u2013 but Cowles refused.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cDoes this have anything to do with the campaign to become the next speaker?\u201d Welch asked. \u201cPeople are afraid to come forward because they might make some of their colleagues angry with them?\u201d<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-3561\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/loughry-1.jpg\" alt=\"\" width=\"191\" height=\"263\" \/><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI don\u2019t think so,\u201d Cowles said. \u201cThere is a process under way. Now there is a 22-count federal grand jury indictment. He has been accused. There is a process under way. Instead of anything sinister, it is just going through the process. Things are looking worse every day. There is a process. He has not yet been found guilty of anything.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf you are going to wait until he is found guilty or not guilty, that\u2019s going to be a long wait,\u201d Welch said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWait for what Dave?\u201d Cowles asked.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWait for him to be found guilty,\u201d Welch said. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI\u2019m saying they (Justice, Carmichael and Armstead) have already called for his resignation,\u201d Cowles said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI know who has called for his resignation and I know who hasn\u2019t called for his resignation,\u201d Welch said. \u201cI\u2019m just wondering why there hasn\u2019t been a greater chorus of people on the Republican side calling for his resignation \u2013 people such as yourself or John Overington?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI can\u2019t speak for everyone,\u201d Cowles said. \u201cThere is certainly reason for concern. And for the good of the court, it is probably fair to do that \u2013 the House Speaker has done it, the Senate President has done it, and the Governor has done it.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But Daryl Cowles couldn\u2019t bring himself to do it.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cowles will face off against two candidates in November \u2013 Independent Brooks McCumbee and Democrat Bibi Hahn. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hahn has said that she will make the corrupting influence of corporate cash a major issue in the campaign against Cowles.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/cfrs.wvsos.gov\/CFIS_APIService\/ReportsOutput\/02\/e9dfb459-5d9e-4bf4-ac7f-c678a7a02991.pdf\">This election cycle, Cowles has taken contributions<\/a> from the pharmaceutical industry ($1,000 from Pfizer, maker of opioid products), the tobacco industry ($1,000 from Altria, maker of Marlboro, Benson &amp; Hedges and Virginia Slim cigarettes, among other brands), fossil fuel companies ($500 from Exxon Mobil) and from big box stores seeking to get a foothold in Morgan County ($500 from Wal Pac \u2013 the Wal-Mart political action committee).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most troubling was the timing of a $500 contribution to Cowles from TransCanada.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cowles has been promoting the proposed TransCanada pipeline that will cut under the Potomac River just west of Hancock, Maryland and connect with the proposed Mountaineer Gas pipeline. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The combined TransCanada\/Mountaineer Gas pipeline will transport the fracked Pennsylvania natural gas to Berkeley County.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On December 19, 2017, Cowles, who also serves as the executive director of the Morgan County Economic Development Authority, went to Hancock to testify before a Maryland Department of the Environment hearing on the TransCanada pipeline.
