{"id":3362,"date":"2018-04-24T12:05:40","date_gmt":"2018-04-24T16:05:40","guid":{"rendered":"https:\/\/morgancountyusa.org\/?p=3362"},"modified":"2018-04-24T12:18:43","modified_gmt":"2018-04-24T16:18:43","slug":"tally-reed-residence-issue-to-go-before-west-virginia-supreme-court","status":"publish","type":"post","link":"https:\/\/morgancountyusa.org\/?p=3362","title":{"rendered":"Tally Reed Residence Issue to Go Before West Virginia Supreme Court"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Two supporters of House of Delegates District 59 candidate Larry Kump will ask the West Virginia Supreme Court today to decide whether Kump\u2019s Republican primary opponent Tally Reed actually resides in the district.<\/span><\/p>\n<div id=\"attachment_3361\" style=\"width: 310px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-3361\" class=\"size-medium wp-image-3361\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/kump-300x249.jpg\" alt=\"\" width=\"300\" height=\"249\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/kump-300x249.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/kump-768x637.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/kump-1024x849.jpg 1024w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/kump.jpg 1600w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><p id=\"caption-attachment-3361\" class=\"wp-caption-text\">Larry Kump<\/p><\/div>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/morgancountyusa.org\/?p=3257\">Reed\u2019s announcement earlier this year that she was running for House of Delegates in the 59th district<\/a> triggered a bipartisan uproar because her primary residence is in Berkeley Springs in the 58th district \u2013 represented by House Majority Leader Daryl Cowles (R-Morgan) &#8212; and not in the 59th district.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.talkradiowrnr.com\/local-talk-show-programs\/2018\/04\/larry-kump-kim-crockett-katie-spriggs-steve-redding\/\">Kump told WRNR\u2019s Eastern Panhandle Talk with Rob Mario and David Welch<\/a> this morning that the two petitioners who will go before the Supreme Court later today are supporters of his campaign.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOne is from Berkeley County and one is from Morgan County,\u201d Kump said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Do we know who they are? asked Welch. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI know who they are,\u201d Kump said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Can you tell us? asked Welch.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI don\u2019t think it\u2019s proper for me \u2013 I can tell you \u2013 one is Berkeley County. One is in Morgan County.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Are they supporters of your candidacy? asked Welch.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cYes they are,\u201d Kump said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Are you personally motivated to demonstrate that she does not live in the district so as to remove a substantial primary opponent? Welch asked.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI want the facts to be adjudicated,\u201d Kump said. \u201cRegardless of my candidacy, it\u2019s important to the citizens of West Virginia and the citizens of District 59 that there be a legitimate candidate on the ballot, regardless of whether I am in the race or not.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kump said he was &#8220;very sympathetic on most issues&#8221; to the Liberty Caucus in the House of Delegates.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Is it possible that this is about something bigger than just the residency \u2013 could it be about the Liberty Caucus group challenging the establishment Republicans? Welch asked.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s about the residency,\u201d Kump said. \u201cThe outrage that I have heard is that it\u2019s about the residency \u2013 about the rule of law.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhen she first filed to run in the 59th district days before the end of the deadline, at first I didn\u2019t realize who she was and who she was connected with,\u201d Kump said. \u201cI knew the Reeds lived in Berkeley Springs outside of the district. When I found out it was here, I had an \u2018O my gosh\u2019 moment. I knew the Reeds had very deep pockets and could certainly outspend me. And I thought \u2013 well, I\u2019ll just move ahead on the issues.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThen more and more evidence came up that she did not actually live in the district, but that it was a subterfuge. That was a concern to me, but I thought \u2013 well, people who complained to me about the issue asked me \u2013 what am I going to do about it? And I said \u2013 that\u2019s an issue for the Secretary of State to determine.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cPeople started writing to the Secretary of State \u2013 more than I can count. I know there was a good many, because I received copies of the letters they sent to the Secretary of State. It\u2019s my understanding that the Secretary of State has the authority to investigate these situations. Not only did he not investigate, he did not respond to these individuals.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt wasn\u2019t until I was talking with a local newspaper reporter, he said \u2013 I\u2019ll ask. The Secretary of State\u2019s office said essentially that they just take the word of the people who are filing.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThat surprised and disappointed me. I couldn\u2019t understand why the Secretary of State \u2013 Mac Warner \u2013 would not investigate an issue of residential legitimacy.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMoving forward, there was a debate between the candidates sponsored by another radio station \u2013 an hour debate scheduled a month or so in advance that Ms. Reed and I both agreed to. As I was getting ready to walk out the door to go to the debate, I got a call from the news director saying \u2013 it\u2019s not going to happen, she\u2019s tied up and can\u2019t make it.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cA couple of days later, we had the Lincoln Dinner in Berkeley County \u2013 which is a must show for candidates \u2013 and she did not show for that either.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI learned not too long after that it was announced that she was not going to be making any more public appearances or media appearances. There seems to be a resurgence of concern about her residency.
