{"id":3171,"date":"2018-01-18T23:40:28","date_gmt":"2018-01-19T04:40:28","guid":{"rendered":"https:\/\/morgancountyusa.org\/?p=3171"},"modified":"2018-01-19T00:04:41","modified_gmt":"2018-01-19T05:04:41","slug":"west-virginia-couchgate-triggers-calls-for-impeachment-inquiry-of-supreme-court-justice","status":"publish","type":"post","link":"https:\/\/morgancountyusa.org\/?p=3171","title":{"rendered":"West Virginia Couchgate Triggers Calls for Impeachment Inquiry of Supreme Court Justice"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">It started last November in Charleston, West Virginia when WCHS-TV reporter Kennie Bass <a href=\"http:\/\/wchstv.com\/news\/waste-watch\/waste-watch-investigation-wv-supreme-court-spending-examined\">ran an investigative report on a $32,000 couch<\/a> in the office of West Virginia Supreme Court Justice Allen Loughry.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-3169\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/couch-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/couch-300x169.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/couch-768x432.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/couch.jpg 986w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">And a $7,500 wooden map of the state of West Virginia cut into Loughry\u2019s office floor \u2013 with each county made out of a different piece of wood and with Loughry\u2019s home county \u2013 Tucker County \u2013 made out of blue granite. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">And renovations that ballooned to $3.5 million from an original estimate of $900,000.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">They\u2019re calling it Couchgate.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-3174\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/map-2-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/map-2-300x169.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/map-2-768x432.jpg 768w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/map-2-1024x576.jpg 1024w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/map-2.jpg 1366w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Reporter <a href=\"https:\/\/twitter.com\/KennieBassWCHS\">Kennie Bass now has a picture of the $32,000 couch<\/a> permanently fixed to his Twitter page. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bass reported that Steve Canterbury, former administrative director of the West Virginia Supreme Court of Appeals, said Loughry \u201cput a lot of his effort into every detail \u2013 we tried to take care of what he requested but ultimately it was his decision.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Canterbury was in charge of the day-to-day business of the Supreme Court for more than 11 years, and Loughry puts the blame for the spending on him.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMr. Canterbury put things together and came and asked for approval of, maybe do you like this desk, do you like this color or something like that,\u201d Loughry told Bass.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI remember him saying something to the effect that, \u2018Well, if anybody gets upset, I&#8217;ll just blame it on you, you&#8217;re the administrator,\u2019\u201d Canterbury said. \u201cI laughed at that, of course.\u00a0<\/span><span style=\"font-weight: 400;\">Good joke. But now the joke&#8217;s on me, I guess.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Loughry happens to be a Republican. And the Republicans control both houses of the legislature. Governor Jim Justice is now a Republican. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">And the Republicans want the whole thing to just go away.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-3176\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/book-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/book-300x225.jpg 300w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/book.jpg 480w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">(Before joining the Supreme Court in 2013, Loughry authored a book on corruption in West Virginia titled \u2013 <em>Don&#8217;t Buy Another Vote, I Won&#8217;t Pay for a Landslide: The Sordid And Continuing History of Political Corruption in West Virginia.<\/em>)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Delegate Michael Pushkin (D-Kanawha) last week took the floor of the House of Delegates and introduced a resolution calling the House Judiciary Committee to launch an impeachment investigation. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pushkin is joined in his call for an impeachment investigation by Jason Barrett (D-Berkeley). <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Barrett took to the airwaves of <a href=\"http:\/\/www.talkradiowrnr.com\/local-talk-show-programs\/2018\/01\/rob-dave-guests-keith-busby-penny-porter-craig-blair-jason-barrett\/\">Talk Radio WRNR in Martinsburg<\/a> this morning to jump start the impeachment discussion in the Eastern Panhandle.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe are calling on the House Judiciary Committee to investigate Chief Justice Loughry of the Supreme Court and find out if what exactly went on,\u201d Barrett said. \u201cIs the Chief Justice responsible for some of this abuse of taxpayer dollars? And, should he be impeached? I think the taxpayers of West Virginia are owed that. When you talk about $32,000 couches and $20,000 rugs and all of this kind of stuff \u2013 that is not accountable to taxpayers of West Virginia. Rumors that I hear are that it doesn\u2019t stop there. The Chief Justice has said he knew nothing about it. It all happened prior to his arrival or prior to him being Chief Justice. But from what I hear, there are e-mails that say otherwise, and those emails are going to be public knowledge here very soon.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Barrett said that reporters have filed Freedom of Information Act (FOIA) request to get the emails. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHe has said that he didn\u2019t know of these things and the couch,\u201d Barrett said. \u201cI have never been to his office and no reason to be. But in his office there is an outline of the state of West Virginia. There is a big West Virginia map each county is divided in this map. Fifty-four of the counties are in a wood flooring and his county is in the big piece of granite. To say that some administrator or some employee of the Supreme Court thought that was a good idea doesn\u2019t make much sense to me. It makes sense to me that the Chief Justice wants to make his county to stand out in a piece of granite. Trying to pass that blame on to somebody else, I think it is not appropriate.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Barrett said he wasn\u2019t sure if there are going to be any Republicans to sign on to the resolution of impeachment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf there is not Republican buy in, it won\u2019t go anywhere,\u201d Barrett said. \u201cBut we hear that there are some other damaging things coming out against the Chief Justice \u2013 some of these crazy purchases and abuse of taxpayer dollars. Not just the couch and the rugs.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Barrett said he would assume that some members of the Liberty Caucus would sign on to the resolution. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI\u2019ve been told that S. Marshall Wilson (R-Berkeley) was asked to sign on and he said no, he didn\u2019t think so, it might get him in trouble,\u201d Barrett said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Delegates Mike Folk (R-Berkeley), Daryl Cowles (R-Morgan) and Saira Blair (R-Berkeley) did not return calls seeking comment.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>It started last November in Charleston, West Virginia when WCHS-TV reporter Kennie Bass ran an investigative report on a $32,000 couch in the office of West Virginia Supreme Court Justice Allen Loughry.
