{"id":2490,"date":"2016-09-20T11:26:10","date_gmt":"2016-09-20T15:26:10","guid":{"rendered":"https:\/\/morgancountyusa.org\/?p=2490"},"modified":"2016-09-20T13:00:01","modified_gmt":"2016-09-20T17:00:01","slug":"no-procter-gamble-letter-of-intent-to-purchase-gas-from-proposed-mountaineer-gas-pipeline","status":"publish","type":"post","link":"https:\/\/morgancountyusa.org\/?p=2490","title":{"rendered":"No Procter &#038; Gamble Letter of Intent to Purchase Gas from Proposed Mountaineer Gas Pipeline"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">When Mountaineer Gas announced its proposed natural gas pipeline through Berkeley Springs and Morgan County, word quickly spread that the reason for the pipeline was to meet the need of major industrial users along the route &#8212; including US Silica in Morgan County and Procter &amp; Gamble in Berkeley County.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-2478\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/pg.jpg\" alt=\"pg\" width=\"293\" height=\"172\" \/><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.heraldmailmedia.com\/news\/tri_state\/west_virginia\/gas-company-proposes-expansion-of-more-than-miles-of-line\/article_c8c8d9da-f85c-11e5-8c92-6b4a7caaa7f4.html\">The <em>Hagerstown Herald Mail<\/em> reported on April 1, 2016<\/a> that <\/span><span style=\"font-weight: 400;\">the proposed pipeline was \u201cdue in part to Procter &amp; Gamble Co.\u2019s request for natural gas at its new plant in Tabler Station Business Park south of Martinsburg, according to company spokesman Larry Meador.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But Procter &amp; Gamble said this week that \u201cP&amp;G has not signed a letter of intent with any gas company for the Tabler Station plant.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And Berkeley County Commissioner Elaine Mauck said that she was told that US Silica did not sign a letter of intent either. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe project was pushed by Mountaineer Gas with the promise that big industrial users wanted the gas &#8212; users like Procter &amp; Gamble and US Silica,\u201d Mauck said. \u201cBut that\u2019s apparently not so.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mountaineer Gas requested a meeting with Mauck <a href=\"https:\/\/morgancountyusa.org\/?p=2483\">after she went public last week with criticism of the pipeline project.<\/a> That meeting will take place tomorrow morning in Martinsburg.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mauck said she didn\u2019t believe Mountaineer Gas when it said it had major users of the gas lined up to purchase gas from the pipeline.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThey are just prospecting,\u201d Mauck said. \u201c<\/span><span style=\"font-weight: 400;\">They will jeopardize Back Creek and wetland areas with this project. They haven\u2019t done an environmental impact study. They haven\u2019t done a geological study. They just said &#8212; we are going to do it. They have not been polite. They have been brash. They say to the landowners, to my constituents &#8212; sign these papers to give us a right of way &#8212; or it\u2019s going to be eminent domain. That\u2019s what my constituents are telling me.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The West Virginia Public Service Commission is also feuding with Mountaineer Gas over documents that the company says show potential customers for the pipeline. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last week, <a href=\"https:\/\/morgancountyusa.org\/?p=2477\">PSC staff attorney Linda Bouvette demanded<\/a> that the company turn over the documents. Mountaineer Gas refused, claiming confidentiality. Bouvette was able to go to the company\u2019s office and inspect the documents. But the PSC refused to say what Bouvette found out from her trip to Mountaineer Gas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This week, <a href=\"http:\/\/www.psc.state.wv.us\/scripts\/WebDocket\/ViewDocument.cfm?CaseActivityID=458579&amp;NotType=%27WebDocket%27\">Bouvette called on the company<\/a> to estimate the revenue impact of each entity that submitted to Mountaineer Gas Company \u201ca non-binding letter of intent.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cInclude in the estimate the two major potential gas users and the forty-five smaller potential gas users,\u201d Bouvette said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The PSC would not say whether Bouvette knows the names of those potential gas users.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bouvette also wants to know whether construction, operation and or maintenance of the pipeline will \u201cimpact the Back Creek watershed in any negative way.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And she called on the company to \u201cprovide a list of permits, and the agencies to which they will be submitted, which are required for construction and operation\u201d of the pipeline.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.psc.state.wv.us\/scripts\/WebDocket\/ViewDocument.cfm?CaseActivityID=458113&amp;NotType=%27WebDocket%27\">According to a filing before the PSC by the West Virginia Propane Gas Association, <\/a>\u00a0\u201cthrough discovery, Mountaineer revealed that it sent a single letter to P&amp;G dated November 21, 2014, and has received no correspondence back from P&amp;G.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOther discussions were verbal. The letter to P&amp;G notes that P&amp;G had asked for \u2018adequate assurance that 200 Mcf per hour will be available by June 2016, at no additional cost to [P&amp;G],\u2019 which assurance the letter did not provide.
