{"id":2173,"date":"2016-02-17T15:43:34","date_gmt":"2016-02-17T20:43:34","guid":{"rendered":"https:\/\/morgancountyusa.org\/?p=2173"},"modified":"2016-02-17T16:09:39","modified_gmt":"2016-02-17T21:09:39","slug":"saira-blair-on-death-threats-guns-race-and-gender-in-west-virginia","status":"publish","type":"post","link":"https:\/\/morgancountyusa.org\/?p=2173","title":{"rendered":"Saira Blair on Death Threats Guns Race and Gender"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">West Virginia Delegate Saira Blair (R-Berkeley), at 19 the youngest legislator in the country and <a href=\"http:\/\/insider.foxnews.com\/2014\/11\/05\/18-year-old-republican-saira-blair-americas-youngest-lawmaker\">a rising star in national conservative circles<\/a>, took to the floor of the House of Delegates last week to push for legislation she co-sponsored<a href=\"http:\/\/www.legis.state.wv.us\/Bill_Status\/bills_history.cfm?INPUT=4145&amp;year=2016&amp;sessiontype=RS\"> (HB 4145)<\/a> that would allow, for the first time, 18 to 21 year olds to carry a concealed weapon with a permit and would allow people over 21 years to carry a concealed weapon without a permit.<\/span><\/p>\n<div id=\"attachment_2174\" style=\"width: 210px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/blair.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2174\" class=\"size-medium wp-image-2174\" src=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/blair-200x300.jpg\" alt=\"Saira Blair\" width=\"200\" height=\"300\" srcset=\"https:\/\/morgancountyusa.org\/wp-content\/uploads\/blair-200x300.jpg 200w, https:\/\/morgancountyusa.org\/wp-content\/uploads\/blair.jpg 640w\" sizes=\"auto, (max-width: 200px) 100vw, 200px\" \/><\/a><p id=\"caption-attachment-2174\" class=\"wp-caption-text\">Saira Blair<\/p><\/div>\n<p>\u201cI\u2019m the only person standing in this chamber in the 18 to 21 year old age period,\u201d<a href=\"http:\/\/wvpublic.org\/post\/wva-house-oks-bill-not-require-concealed-carry-permit\"> Blair said on the floor of the House of Delegates.<\/a> \u00a0\u201cI can currently not get a permit to carry, and I\u2019ll tell you right now, I am scared. I\u2019ve received multiple death threats in the past year. I am scared. I\u2019m not going to stop what I do on a daily basis. I\u2019m not going to stop going to the mall, I\u2019m not going to stop going to the movies, and I\u2019m not going to stop going to church because of it, but I would feel safer as a law abiding citizen if I knew that I was able to protect myself.\u201d<\/p>\n<p><span style=\"font-weight: 400;\">The bill passed the House 68 to 31.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After the vote, we rang up Blair to ask her &#8212; were the death threats against her racially motivated? (Blair says her mother\u2019s father is African American.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNo sir they were not,\u201d Blair says. \u201cThey were more gender motivated and they were related to the issues.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">People were upset that you are a female in office?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cYes. And they were unhappy with the way that I voted,\u201d Blair said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Liberal people unhappy with your conservative views?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI would imagine,\u201d Blair said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But don\u2019t liberal people generally want more women in office?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI agree,\u201d she said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Were the threats coming from conservative people saying they didn\u2019t want a young woman in office?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI haven\u2019t talked to them,\u201d Blair said. \u201cThey would send emails &#8212; they don\u2019t really detail who they are. I would just get emails from an anonymous sender. They are not going to give me information about who they are or anything like that.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Did you report the death threats to the police?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNo sir,\u201d she said. \u201cI never felt like I was in harm.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Do you consider yourself African American?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI see it as part of my heritage,\u201d Blair said. \u201cI have never thought about it, to be honest. I guess now &#8212; I do not.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While Blair might not consider herself an African American, the policies she supports disproportionately and adversely affect the African American community.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, <a href=\"https:\/\/www.washingtonpost.com\/news\/wonk\/wp\/2014\/09\/19\/the-racial-divide-in-americas-gun-deaths\/\">according to a report from the Centers for Disease Control and Prevention, <\/a>black Americans are more than twice as likely to die from gun violence than whites. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the study, between 2000 and 2010 the death rate due to firearm-related injuries was more than 18.5 per 100,000 among blacks, but only nine per 100,000 among whites. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">And Blair supports <a href=\"http:\/\/www.legis.state.wv.us\/Bill_Status\/bills_history.cfm?INPUT=4013&amp;year=2016&amp;sessiontype=RS\">HB 4013<\/a>, which would require West Virginians to show valid photo identification at the polls. <\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.politico.com\/story\/2013\/03\/study-finds-voter-id-laws-hurt-young-minorities-088773\">One study showed that<\/a> significantly more minority youths age 18-29 were asked to show identification than white youth &#8212; 72.9 percent of black youth were asked for ID, compared with 60.8 percent of Latino youth and 50.8 percent of white youth.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Blair also supports legislation that would require drug testing of welfare recipients. (The bill (<a href=\"http:\/\/www.legis.state.wv.us\/Bill_Status\/bills_history.cfm?INPUT=6&amp;year=2016&amp;sessiontype=RS\">SB6<\/a>) has passed the Senate and is scheduled to be considered in the House.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\"> \u201cThose on public assistance should not be allowed to abuse what\u2019s provided to them by state taxpayers,\u201d Blair said in campaign materials last year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But Delegate Sean Hornbuckle (D-Cabell) &#8212; one of three African American members of the West Virginia legislature (along with Clif Moore (D-McDowell) and Jill Upson (R-Jefferson)) &#8212; opposes the voter ID, concealed carry and drug testing legislation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hornbuckle said he wouldn\u2019t support the drug testing of welfare recipients legislation unless his colleagues also pass legislation to drug test legislators and corporate welfare recipients.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAre we above the law?\u201d Hornbuckle asked. \u201cLet\u2019s drug test legislators and corporate welfare recipients too. People need to understand that a lot of folks receive corporate welfare too. If we are going to drug test welfare recipients, let\u2019s drug test everybody receiving government dollars. I\u2019m not for preying on poor people. Those who support drug testing of just welfare recipients are just trying to pick on a certain group of people.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A bill to drug test legislators (<a href=\"http:\/\/www.legis.state.wv.us\/Bill_Status\/bills_history.cfm?INPUT=2925&amp;year=2016&amp;sessiontype=RS\">HB 2925<\/a>) introduced by Delegate Shawn Fluharty (D-Ohio), didn\u2019t make it out of the House Judiciary Committee last month.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;I think the public expects us to adhere to the rules that we try to legislate,&#8221; <a href=\"http:\/\/www.wtrf.com\/story\/31094009\/bill-introduced-for-lawmakers-to-pass-drug-tests\">Fluharty said last month. <\/a>&#8220;We have 134 people down here and we should be on their dime living within the standards that we implement. There&#8217;s no reason we shouldn&#8217;t do it. It&#8217;s not going to cost the taxpayers any more money because we&#8217;re going to pay for it ourselves.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf you ask the average person on the street, &#8216;Should we drug test welfare recipients?&#8217;, they&#8217;ll say, &#8216;Yes.&#8217;, he said. \u00a0&#8220;If you ask them, &#8216;Should we drug test state legislators?&#8217;, they&#8217;ll say, &#8216;Yes.&#8217; There&#8217;s no reason why state legislators should get a pass, simply because we wear suits.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hornbuckle said that the reason he opposed the concealed carry legislation was because law enforcement in his district universally opposed it. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNo law enforcement was for this bill,\u201d Hornbuckle said. \u201cWhen it comes to safety, I\u2019m going to listen to the police.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And Hornbuckle said that the voter ID law would not just drive down voter turnout among minorities, but also among the elderly &#8212; who studies show have the most trouble with voter ID.
