The district covers the southern part of Morgan County and the northeastern part of Berkeley County.<\/span><\/p>\n<p dir=\"ltr\">The Republican is <a href=\"https:\/\/www.facebook.com\/ElectBlair\">Saira Blair, the 17 year old daughter of Senator Craig Blair. <\/a><\/p>\n<p dir=\"ltr\"><a href=\"https:\/\/www.facebook.com\/ElectBlair\"><\/a>She defeated the incumbent Larry Kump in the May primary by a vote of 55 percent to 45 percent.<\/p>\n<p dir=\"ltr\">The Democrat is Martinsburg lawyer<a href=\"http:\/\/www.laynediehl.com\/\"> Layne Diehl.<\/a><\/p>\n<p dir=\"ltr\">And the Constitution Party candidate will be Jeff Becker of Hedgesville.<\/p>\n<p dir=\"ltr\">Diehl this week floated <a href=\"https:\/\/www.surveymonkey.com\/s_thankyou.aspx?sm=Ed7pTUNCXGyE31YHrAISbzIMBpjILbFwu8wE9CU8fq4%253d\">an environmental survey<\/a> to gauge citizen reaction to such hot button issues as fracking and mountaintop removal.<\/p>\n<p dir=\"ltr\">Becker favors a moratorium on fracking and has yet to make a decision on whether to support a moratorium on mountaintop removal mining.<\/p>\n<p dir=\"ltr\">Diehl says that while she will \u201cpress for responsibility and accountability for the mining and gas industries,\u201d she refuses to take a position for or against a moratorium on fracking or mountaintop removal mining.<\/p>\n<p dir=\"ltr\">And it sounds like she won\u2019t take a position before the election.<\/p>\n<p dir=\"ltr\">\u201cIt\u2019s appropriate to consider slowing down those processes,\u201d Diehl said. \u201cBut it needs to be done in an intelligent way.
